Francisco Guerra IV
Francisco “Frank” Guerra, IV attended the University of Texas School of Law, where he obtained his Doctor of Jurisprudence in 1996.
Mr. Guerra has served on the Malpractice, Premises & Products Pattern Jury Charge Committee for the State Bar of Texas. Since joining Watts, Frank has litigated, tried, and arbitrated cases all over the country.
Frank handles many high-profile mass tort cases. In 2013, Frank Guerra and Mark Fassold conducted a seven-week medical device trial in state court in San Diego that ultimately resulted in a confidential settlement of the “Cold Therapy” docket. Mr. Guerra was designated as co-lead counsel in the GMO Corn Lawsuit against Syngenta, a case involving the premature release of a genetically modified corn seed, where Watts Guerra represented over 50,000 individual farmers against the pharmaceutical company, Syngenta.
Mr. Guerra is Board Certified in Personal Injury Trial Law by The Texas Board of Legal Specialization and is also fluent in Spanish.

Mikal Watts
Mikal Watts graduated with honors from the University of Texas School of Law in 1989. Mikal is Board-Certified in Personal Injury Trial Law by the Texas Board of Legal Specialization and is a Martindale-Hubbel AV Rated Lawyer.
In 2009, Mikal Watts joined forces with Francisco Guerra IV to form Watts Guerra LLP which handles catastrophic personal injury, toxic torts, product liability, automotive defects, refinery negligence, commercial trucking negligence, medical device, pharmaceutical, and commercial litigation.

Douglas Boxer
Douglas Boxer has over 20 years experience in law, politics and government. Mr. Boxer began his career with the San Francisco firm of Hanson, Bridgett, Marcus, Vlahos and Rudy, working in the Labor law area. He left the law firm to work in government, serving for three years in Washington, DC at two cabinet level departments – Department of Health & Human Services and the Small Business Administration.
He continued his government service in the Los Angeles Mayor’s office as Director of Intergovernmental Affairs, where he helped secure millions in federal grants for police hiring and administered $62 million in federal funds for earthquake recovery. In his capacity in the Mayor’s office, Mr. Boxer also worked to recruit new businesses and retain existing business in Los Angeles.
After leaving public service, Mr. Boxer ran his own government relations and public affairs firm, serving California-based technology and financial services businesses. In 2001, Mr. Boxer joined one of the state’s leading public affairs companies, Platinum Advisors, where he ran the San Francisco office of that firm until he left in 2004 to once again lead his own firm, called Boxer & Associates, servicing clients mostly in the renewable energy area.
Mr. Boxer currently serves as the Vice Chair of the Oakland Planning Commission and as Board Member of the Legal Community Against Violence, a leading national gun violence prevention organization. He is also on the Advisory Board of the East Bay College Fund, which provides financial support to at-risk youth to attend college.
Mr. Boxer received his Bachelor of Arts degree in International Political Economy from University of California, Berkeley in 1988 and his law degree from the University of San Francisco School of Law in 1991, where he graduated cum laude.
